The Jindabyne Council was formed in 1901, under the influence of
two senior Glasswalkers of the time. The pair convinced tribal
leaders that such a council was necessary in order for the Garou
to have a hold on the newly federated country. The small town of
Jindabyne was chosen as a location because of its proximity to
Mount Kosciusko, where the last Bunyip was slain. The creation of
such a council, it was claimed would prevent the recurrence of such
a tradgedy.
The Jindabyne Council's charter codifies the group's theoretical
aim: the protection of the spiritual and physical environments.
A multitribal pack, the Children of
Ngalyod was formed to assist the council in carrying out
this goal. The Ngalyod pack is uniquely Australian, although
similar in many ways to the Silver packs that serve Concolation
Moots overseas.
Today many regard the Council as ineffective, an arena for tribal
infighting and political point-scoring. Even its own members are
rumoured to find its usefulness questionable, and gossip often
speaks of its imminent dissolution.

- Wungula works tirelessly for the betterment of aborigines,
and particularly aboriginal woman. She also works towards reconciling
aborigines and non-aborigines. Wungula is a small aborigine in her mid
sixties, bent and wrinkled with age. She keeps her grey hair in
dreadlocks. Wungula is leader of the Namorrkan sept.
- Mother Pasta
- Female, Homid, Ragabash, Rank 4
- Although cheerful, Mother Pasta is temperamental and
sometimes reacts to a minor problem with great anger. Mother Pasta is a
large woman of Italian descent in her mid fifties, with her grey hair tied
in a bun and brown eyes. She always wears black as her husband died some
years ago. She is leader of the Ear-To-The-Ground sept
- Cernonous
- Male, Metis, Theurge, Rank 4
- One of Australia's leading geneticists, Cernonous has small
pointed horns in all but his homid form. Cernonous is in his early
forties, a great grey Crinos who often dispairs at what he sees as the
blindness and failings of the other tribes. Cernonous is a member of the
Golden Dawning sept
- Innana
- Female, Homid, Theurge, Rank 4
- Innana is generally regarded as eccentric by the Council,
primarily because she is beset by visions that often contradict each other,
leading her to confusing actions. Innana is in her late thirties, a
slender woman with long blonde hair and green eyes. She is the leader of
the Golden Dawning sept.
- Fingal Flashing-Claws
- Male, Homid, Ahroun, Rank 5
- Fingal is becoming increasingly less effective as
the Fianna council representative as he grows older and more intractable in
his ways. Fingal is now in his mid eighties, with a few wisps of white
hair, watery blue eyes and parchment-like skin. He is the leader of the
Clouded Skies sept.
- Carla Grimmson
- Female, Homid, Philodox, Rank 4
- Carla is a complex figure. Although branded a racist for
her opposition to immigration, she usually supports motions for the
advancement of aboriginal causes and rights. Carla is a tall nordic woman
in her late thirties, with short platinum blonde hair and ice-blue eyes.
She is the leader of the Defiance To The Wyrm sept.

Don Mephisto
- Male, Homid, Philodox, Rank 4
- Although not well liked by his own tribe, Don Mephisto
operates succesfully with the other Councillors to further Glass Walker
aims. Don Mephisto is a very fat Italian man in his late forties, with his
long black hair tied in a pony tail, and a trim black goatee. He is the
leader of the Steel Rising sept.
- Mamu
- Male, Lupus, Ahroun, Rank 5
- True to his tribe, Mamu holds the other Councillors, the other
tribes, and humanity in general in contempt. The Red Talons are believed
to be on the council only to ensure the other tribes are not plotting
against them. Of dingo heritage, Mamu is a massive black-red dingo covered
with scars. He is leader of the Shattered Wheel sept.
- Vlad Volaschky
- Male, Homid, Ahroun, Rank 4
- Over the past forty years, Vlad has reorganized the
directionless Shadow Lords, bringing them into line with their European
cousins. A stern and demanding lord, Vlad is also wise and clear-sighted -
although some speak quietly of his tyrannical rule over his own tribe.
Vlad is a short, compact man in his sixties, with iron-grey hair and grey eyes.
He is leader of the Pride Reborn sept.
- Grek Twice-Tongue
- Male, Metis, Philodox, Rank 4
- Grek seems to be the bearer of an unknown destiny, for
his place on the Council was not determined by a tribal vote, but by the
spirits of the Dreamtime and the dreams of the tribal Theurges. Grek is an
albino aborigine, with pale pink eyes and no hair. Grek is a member of the
Tchingal Indigenous Music Collective.
- Darius Winchester
- Male, Homid, Ahroun, Rank 5
- Darius is King of the Australian Silver Fangs, and
thereby, for what it's worth, King of Australia. He has a particular
interest in the Bunyip, which many of his tribe see as a form of madness on
his
part. Darius is in his early forties. He has no chin and little left os
his blonde hair. He is leader of the Crackenback sept.
- Monash End-To-The-Darkness
- Male, Homid, Ragabash, Rank 2
- Monash is determined to combat the despair
that grips many of his tribe. To this end he took the tribal seat on the
Council that had been left unoccupied for several years. Monash is in his
early twenties. He has tangled mop of brown hair and bright blue eyes. He
is a member of the Web of Dreaming Hands sept.
- Tjinderi Knowing-Smile
- Female, Homid, Ragabash, Rank 4
- Tjinderi is solemn and mysterious, giving away
nothing as to her goals or the goals of the Uktena. However it is known
that she is a fierce advocate of Aboriginal rights. Tjinderi is an
aboriginal woman in her early forties, although her long hair is a very
light brown. She is the leader of the Timeless Lives sept.
